당시 지방 정부 장관 나나이아 마후타가 2021년에 설립한 독립 패널은 29개의 권고안 초안과 여러 질문을 2022년 11월에 발표한 후 6월에 최종 보고서를 제출했습니다.

타우랑가와 해밀턴 시의회는 성장 메트로 의회가 직면한 기회와 과제를 살펴보기 위해 독립적인 분석을 의뢰했습니다.그들은 이 자료와 자체 제출물을 지방 정부 검토 패널에 제출했습니다.
