Rates are a form of tax that are collected by local councils in New Zealand. They are charged to property owners in order to fund essential services and infrastructure that are provided by the council. Some of the services that are funded by rates include rubbish collection, water and wastewater services, roads and footpaths, parks and reserves, and community facilities such as libraries and swimming pools.
Due Dates
Rates are payable by instalment and are due on or before:
- Instalment One : 26 August, 2022
- Instalment Two : 25 November, 2022
- Instalment Three : 24 February, 2023
- Instalment Four : 26 May, 2023
A 10% penalty may be incurred on any part of a rates invoice that is not paid by the due date specified on the invoice.
How to make rates payments.
Payment may be made by either Cash, Eftpos, Telebanking, Internet Banking, Online by Credit or Debit Card or Real Time Debit.
You may wish to pay your rates on a more regular basis by either direct credit or debit through your bank account. This method is available on the basis that each instalment is cleared in full by the time the penalty dates arrive.

Rates Rebate Scheme
A rates rebate is a partial refund for people who pay rates to council.
The Rates Rebate Scheme provides a rebate of up to $700 for low income earners who were paying rates for the home in which they were living on 1 July 2022.
When applying for a rates rebate, you will need up-to-date information about your income (and that of any partner or joint homeowner who lives with you), your first annual rates invoice from Ōpōtiki District Council (you receive this in July each year) and also your Regional Council rates invoice that you will receive in September each year (starting in 2022).

Property and Rating Search
You can search for a property by street address, valuation number or legal description on the official Ōpōtiki District Council website.
Paying water rates
You will receive a bill for your water usage. You can pay your water bill online on the official Ōpōtiki District Council website. You will need to provide your name, email address and valuation number
Regional Council Rates
Ratepayers in the Ōpōtiki District will now receive rates invoices from Ōpōtiki District Council and Toi Moana Bay of Plenty Regional Council separately.
Your first rates notice of 2022/23 from Ōpōtiki District Council will be in July. This rates invoice will not include Regional Council rates so if you pay by Automatic Payment, please check and change your amount before July. If you pay by Direct Debit, the amount will be automatically adjusted.
You will receive your first rates invoice from Bay of Plenty Regional Council in September 2022. This is an annual invoice so you will only receive one per year. You will need to pay this to Bay of Plenty Regional Council directly.
