Ang papel na ginagampanan ng konseho

Sa pagtugon sa layunin ng Local Government tulad ng tinukoy sa Local Government Act 2002, ang Konseho ng Distrito ay may iba’t ibang mga tungkulin.

    Kabilang sa mga tungkulin na ito ang:

  • Pagpapadali ng mga solusyon sa mga lokal na pangangailangan

  • Pagtataguyod sa ngalan ng lokal na komunidad na may sentral na pamahalaan, iba pang mga lokal na awtoridad at iba pang mga
  • ahensya

  • Pag-unlad ng mga lokal na mapagkukunan
  • Pamamahala ng lokal na imprastraktura kabilang ang imprastraktura ng network (hal. Mga kalsada, pagtatapon ng dumi sa alkantarilya, tubig at stormwater, at imprastraktura ng komunidad (mga aklatan, parke at mga pasilidad sa libangan at pag-unlad
  • ng daungan)

  • Pamamahala sa kapaligiran
  • Pagpaplano para sa hinaharap na mga pangangailangan ng Distrito.

Upang matugunan ang mga obligasyon konseho ay may dalawang pangunahing bahagi. Ang unang bahagi ay ang Mayor and Councillors (Elected Members) at ang pangalawa ay ang organisasyon

o operasyon.

Mga inihalal na Miyembro

Ang mga inihalal na Miyembro ay nagtakda ng mga patakaran at direksyon ng Konseho, gumawa ng mga batas at may papel na regulasyon, matukoy ang mga kinakailangan sa paggasta at pagpopondo ng Konseho, subaybayan ang pagganap ng samahan, kumakatawan sa mga interes ng Distrito sa labas ng lugar, at ginagamit ang Chief Executive na siya namang, ay gumagamit ng lahat ng iba pang kawani.

Ang Alkalde ay inihalal ng distrito bilang isang buo at may karagdagang mga responsibilidad kabilang ang pamumuno sa mga pulong ng Konseho, pagtataguyod at kumakatawan sa mga interes ng komunidad, kumikilos bilang seremonyal na pinuno ng Konseho at pagbibigay ng pamumuno at puna sa iba pang mga inihalal na miyembro.

Organisasyon

Ang saklaw ng mga aktibidad na kasangkot sa isang Konseho ay malaki at madalas na mga isyu ay lubos na teknikal o kumplikado kaya ang Konseho ay nagtatalaga ng isang punong ehekutibo na siya namang nagtatalaga ng isang hanay ng mga bihasang kawani upang isagawa ang mga aktibidad na isinasagawa ng konseho sa ngalan ng komunidad.

Ang organisasyon (din ‘ang Council’) nagpapatupad ng mga desisyon ng Konseho, nagbibigay ng payo sa Konseho sa pamamahala ng mga gawain ng organisasyon mabisa at mahusay, mga plano at nagbibigay ng tumpak na mga ulat ng pinansiyal at serbisyo ng pagganap ng Konseho, at employs at nagbibigay ng pamumuno.
