Nabanggit din ng pag-aaral na halos 1.3 milyong katao ang bumisita sa mga ED ng pampublikong ospital noong 2022/23, isang 22.5 porsyento na pagtaas mula sa 2013/14. Mas malubhang sakit din ang mga pasyente, na may dalawang-katlo na may agarang o potensyal na nakabababahang na mga kondisyon, na tumaas mula sa kalahati noong nakaraang

Naniniwala si Swinburn na ito ay mga palatandaan ng isang sistema ng kalusugan na hindi epektibong pumipigil sa mga sakit.
