Ombudsman(옴부즈맨)의 개념은 스웨덴에서 왔으며 대략 ‘불만’ 또는 ‘고충을 가진 사람’을 의미합니다. 뉴질랜드는 이러한 시스템을 정부 체제에 도입시킨 최초 국가 중 하나였으며, 이는 뉴질랜드가 평등과 공정성에 중점을 강조한다는 증거입니다. 총독은 독립적이고 공정한 옴부즈맨을 임명합니다. 민원처리국(Ombudsman office)은 뉴질랜드 국민의 공정성을 보장하고 우선시함으로써 중요한 역할을 충실히 수행하고 있습니다. 이곳에서는 정부 기관에 대한 대중이 제기한 불만을 조사하며, 여기에는 국세청과 같은 중앙 정부, 의회를 비롯한 지자체 기관이 포함됩니다. 민원처리국은 대학뿐만 아니라 키위레일과 같은 국가 소유 기업도 조사할 수 있습니다.
민원처리국은 정부 사업장에서 불법 또는 부패한 행위를 예방하고 처벌하는 목적 외에도 교도소 및 구치소 재소자에 대한 처우를 조사합니다. 잠재적 위반을 신고하는 사람들은 ‘내부 고발자’로 알려져 있으며 조사의 공정성을 유지하기 위해 옴부즈맨의 보호를 받게 됩니다. 옴부즈맨은 또한 정부기관이 법 안에서 올바르게 운영되고 있는지 확인하기 위해 피드백과 교육을 제공합니다.

민원 제기
민원처리국(Ombudsman office)에 민원을 제기하는 것은 이들 정부 기관들 중 상당수가 자체 민원 기록 서비스를 가지고 있기 때문에 최후의 수단으로 여겨져야 합니다. 해당 기관에 불만사항을 제기했음에도 기관장으로부터 아무런 결과도 받지 못한 경우에만 이를 대신해 조치를 취할 것을 고려합니다. 경찰 등 일부 정부 기관에는 자체 민원조사관이 있어 민원처리국의 손이 닿지 않습니다.
정부 기관에 불만 사항을 기록하기 위해서 다음의 사항을 확인하세요:

  • 불만을 명확하고 간결하게 명시
  • 이름 및 연락처 등 세부 정보 제출
  • 불만 사항에 중요한 시간, 날짜 및 장소 포함
  • 최선을 다해 문제상황을 설명
  • 문제를 해결하기 위해 필요한 전화 또는 회의 기록
  • 합리적인 요구 사항 전달
  • 추가 정보 또는 관련 문서 포함

민원을 접수했는데 진척이 없을 경우에는 전화, 이메일, 서신을 이용하여 민원처리국에 연락하는 것이 좋습니다. 사건 발생 후 경과된 시간에 따라 요청이 거절할 수 있으므로 불필요하게 민원을 지연시키지 마세요.
