쿠라 카우파파 마오리족이 와이탕기 재판소의 판결 이후 큰 승리를 축하하고 있다.재판소는 쿠라가 수년간 원했던 카우파파 마오리 학교를 위한 별도의 교육 기관을 만들라고 정부에 지시했다.이 권고는 62쿠라 카우파파 마오리족을 대표하는 테 루낭가 누이 오 응아 쿠라 카우파파 마오리족이 작년에 조약을 신청한 이후에 나온 것이다.

재판소는 정부가 학교 제도를 검토하면서 2018년에서 2022년 사이에 조약 원칙을 위반했다는 데 동의했다.정부는 사과하고 쿠라와의 관계를 바로잡아야 한다고 밝혔습니다.목표는 교육부가 쿠라와 긴밀히 협력하고 쿠라의 요구를 이해하는 것입니다.

재판소는 별도의 교육 기관에 대한 쿠라의 생각을 지지합니다.“우리는 크라운이 독립된 카우파파 마오리 교육 기관을 설립하겠다고 약속할 것을 권한다”고 명시했으며, 마오리 이해관계자들과 함께 세부 사항을 작성했다.

루낭가 누이 (Rūnanga nui) 의 공동 의장인 캐시 듀스 (Cathy Dewes) 박사는 이를 획기적인 발전이라고 평가했다.그녀는 “우리가 오랫동안 갈망해 온 것”이라고 말했다.이 새로운 당국은 교육부가 아닌 마오리족이 통제할 것입니다.

듀스는 재판소에서 증언한 사람이 남긴 말을 인용했다. “우리에게 돈을 주고 비켜라.”즉, 정부가 꾸라에 자금을 지원해 그들이 스스로 교육을 관리할 수 있도록 해야 한다는 뜻이죠.듀스는 교육이 전적으로 마오리어로 진행될 것이며, 이로 인해 학생들이 생각하고 느끼는 방식이 바뀔 것이라고 믿고 있습니다.

쿠라는 26년 동안 이 독립된 권위를 요구해 왔습니다.

루낭가 누이의 최고 경영자인 호헤파 캠벨은 이번 결정이 흥미진진하다고 생각했다.그는 “쿠라 카우파파 마오리족에 있는 우리 가족 모두에게 환상적인 소식이다”고 말했다.그는 이번 결정이 꾸라의 번영을 돕기 위해 앞으로 나아가야 할 분명한 원칙을 제시한다고 강조했다.

이에 대해 교육부는 이렇게 대답했습니다. “우리는 재판소의 보고서를 인정하고 환영합니다.조사 결과와 권고 사항을 면밀히 검토할 것입니다.”

현재 62명의 쿠라 카우파파 마오리족이 재학하고 있으며 학생 수는 약 7,423명입니다.재판소는 새 정부 설립에는 시간이 걸릴 것이라고 경고했지만, 그 동안 정부는 신청자들과 협력하여 쿠라 카우파파 마오리족에 대한 구체적인 정책을 마련할 것을 제안했다.

재판소의 조사 결과에 따르면 정부가 조약 원칙을 준수하지 않아 신청인과 학교가 어려움을 겪었다.
