시의회는 부동산의 불법 사용을 이유로 2015년 12월에 처음으로 수정 통지를 발표했습니다.2022년 3월, 검사 결과 다섯 명의 세입자가 본관의 별도 침실에 살고 있고 두 명은 개조된 차고에 살고 있는 것으로 나타났습니다.시의회는 이러한 사용을 허용하는 허가를 찾지 못했으며, 이에 따라 화재 안전 요건이 더 엄격해졌습니다.

차고가 위험하다는 평의회의 평가는 지지되었지만, 차고가 비위생적이라는 주장은 그렇지 않았다.그 결과 Hird는 본관과 차고에 대한 비위생적 환경에 관한 수리 통지를 철회할 것을 권고했습니다.
