조사 결과 크라이스트처치에 있는 테 오랑가 케어 앤 프로텍션 레지던스가 문을 닫았을 때 관리가 제대로 되지 않았고 자원도 부족한 것으로 나타났습니다.이러한 폐쇄는 2021년에 일어난 일로, 직원들이 문제가 있는 십대들에게 과도한 무력을 행사하는 장면이 담긴 비디오가 나오자 이루어졌다.

이러한 사건들에 대해 오랑가 타마리키 CEO인 위라 가디너는 아이들에게 가해진 무력이 과도하다고 인정했습니다.공식 조사에 따르면 직원 대 아동 비율 (어린이 10명 당 직원 4명) 은 안전하지 않은 것으로 나타났습니다. 특히 복잡한 도움이 필요한 어린이의 경우 더욱 그렇습니다.

이 기숙사는 “만성적으로 자원이 부족한” 것으로 묘사되어 직원들의 업무량이 너무 많았습니다.교육 및 감독도 부적절했고 임상 지원도 충분하지 않았습니다.이러한 적절한 관리 부족으로 인해 심각한 안전 위험이 초래되었습니다.직원들의 사기가 낮아 스트레스와 탈진을 유발했고, 이로 인해 직원들의 잘못된 관행이 초래되었습니다.

또한 조사 결과 건강 및 안전 위험이 존재했으며, 의사소통이 원활하지 않아 직원들이 해결하지 못한 우려와 잠재적 영향에 대한 두려움으로 이어졌습니다.

경찰과 오랑가 타마리키 (Oranga Tamariki) 가 수사에 나서는 동안 영상에 참여한 스태프들은 정직 처분을 받았습니다.범죄 혐의에 대한 충분한 증거가 없었기 때문에 아무도 기소되지 않았습니다.오랑가 타마리키의 제너럴 매니저인 나탈리 리처드슨은 모든 사건을 충분히 조사했다고 밝혔습니다.

현재 테 오랑가 주거 서비스는 운영되지 않습니다.리처드슨은 테오랑가의 미래를 고려하고 있다고 말했습니다.이 지역의 커뮤니티 홈을 지원하기 위한 행정 직원 몇 명이 남아 있습니다.
