Kinumpirma ng Auckland Council na ang isang bahay sa New Lynn ay ginagamit bilang isang ilegal na boarding house, hindi bilang isang regular na bahay tulad ng inaangkin ng may-ari nito, si Sukhdev Singh. Ang bahay, na matatagpuan sa Hinekohu Street, ay nagkakahalaga ng $1.1 milyon at ginagamit upang magbigay ng emergency na pabahay at maikling pananatili.

Gayunpaman, nabanggit niya na ang garahe ay maaaring kwalipikado bilang isang “hiwalay na tirahan” dahil maaari itong tumanggap ng isang solong pamilya.

Sinabi ni Hird na hindi ipinaalam ni Singh sa konseho ang tungkol sa pagbabago ng paggamit, na lumalabag sa Building Act. Gayunpaman, natagpuan niya na ang kinakailangan ng konseho para sa kanya na mag-file ng mga karagdagang ulat ay hindi ligal na maipapatupad.

Tinatanggap ang pagtatasa ng konseho na mapanganib ang garahe, ngunit ang pag-aangkin na hindi ito kalusugan. Bilang resulta, inirerekomenda ni Hird na bawiin ang mga Abiso upang Ayusin para sa pangunahing bahay at garahe tungkol sa mga kondisyon ng hindi kalusugan.
