Walikota Auckland Wayne Brown ingin membangun penyeberangan pelabuhan baru antara Birkenhead dan Point Chevalier, bukan terowongan di bawah Pelabuhan Waitemata. Dia mengkritik rencana pemerintah Buruh sebelumnya untuk sebuah terowongan yang bisa menelan biaya lebih dari $45 miliar, menyebutnya tidak terjangkau.
Brown menyarankan menggunakan jalan lintas atau beberapa jembatan dari Meola Reef di Point Chevalier ke Kauri Point di Birkenhead. Dia berpendapat bahwa bentuk alami dari Meola Reef membuatnya menjadi tempat yang cocok untuk membangun persimpangan, karena mencuat ke pelabuhan. Selain itu, ia menyatakan bahwa jembatan jauh lebih murah untuk dibangun daripada terowongan.
Dia mengusulkan agar jembatan baru dapat terhubung ke tanah milik pemerintah di Pantai Utara yang dapat dibagi lagi untuk membantu membayar proyek tersebut. Brown memperkirakan biaya rencana jembatannya hanya sekitar 10% dari biaya terowongan, mencatat bahwa jembatan tidak memerlukan AC atau sistem aliran udara khusus.
Brown tidak memberikan jadwal khusus untuk pembangunan tetapi meyakinkan bahwa itu akan memakan waktu lebih sedikit daripada menunggu pemerintah untuk membuat keputusan tentang terowongan. Dia membandingkan situasi Auckland dengan kota-kota seperti London dan Paris, menunjukkan bahwa jembatan baru dapat membantu mengurangi lalu lintas dengan menyediakan rute alternatif.
Ketika ditanya tentang dampaknya pada jalan lokal seperti Meola Road, Brown mengakui pekerjaan yang sedang berlangsung di sana tetapi mengklaim bahwa rencana jembatan tidak perlu merobek jalan. Dia belum membahas rencana itu dengan Menteri Transportasi Simeon Brown tetapi menyatakan keyakinannya pada usulannya.
Brown juga menyebutkan bahwa dia sebelumnya mengatakan kepada Perdana Menteri Christopher Luxon bahwa dia akan “menenggelamkan” rencana terowongan, menunjukkan itu adalah pilihan yang mahal dan memalukan bagi pemerintah. Dia berharap Luxon mendukung ide jembatannya.
